7. Membership rights, responsibilities and privileges

This section outlines the rights and privileges of Member Organisations. While rights are guaranteed in the WAGGGS Constitution and Bye-Laws, privileges are discretionary benefits that may change or be limited if obligations are not met.

7.1 Membership rights, responsibilities and privileges, as set out in the Constitution and Bye-Laws

The rights, responsibilities and privileges of Member Organisations set out below are established in the WAGGGS Constitution and Bye-Laws (Article 10.10) and cannot be withdrawn, except through due process.

It is the right, responsibility and privilege of all Member Organisations (both Associate Members and Full Members), without limitation, to:

  1. maintain the conditions of membership as set out in sub-clauses 10.1.2 and 10.9 
  2. take part in the World Conference and the respective Regional Conferences, and exercise such voting rights as are appropriate to their category of membership; 
  3. contribute to the policy of WAGGGS formulated by the World Board;
  4. nominate persons to serve on the World Board pursuant to clause 14;
  5. nominate persons from within their Region to serve on the Regional Committees subject to clause 14;
  6. submit names of persons for possible appointment to committees; 
  7. promote World Thinking Day and World Thinking Day Contributions; 
  8. take part in gatherings of WAGGGS; 
  9. support and use the World Centres; 
  10. support and use the services of the World Bureau and, if established, their Regional Office as defined in the Bye-Laws; 
  11. receive publications and documents issued by the World Bureau, 

to consider: 

  1. proposed amendments to the WAGGGS Constitution and the Bye-Laws, 

to vote upon:

  1. the Triennial Report and other reports presented by the World Board;
  2. invitations received from Full Members to act as host to the World Conference. 

In addition to these, Full Members have the following additional rights, responsibilities and privileges, to: 

  1. ratify approval by the World Board of Member Organisations pursuant to sub-clause 10.1.4;
  2. recognise Associate Members as Full Members of WAGGGS pursuant to sub-clause 10.1.4; 25
  3. elect persons to serve on the World Board as Elected Trustees in accordance with sub-clause 14.1.1; 
  4. elect persons from within their Region to serve on the Regional Committee; 
  5. vote upon the adoption of the audited balance sheet and accounts, and the general financial policy and plans of WAGGGS pursuant to subclause 11.4.4.7; 
  6. submit invitations to act as host to meetings of the World Conference; 
  7. to participate fully in the life and work of WAGGGS. 

7.2 Additional membership privileges, as set out in this Policy

WAGGGS offers a wide range of opportunities for Member Organisations, designed to build connection, strengthen capacity and ensure a thriving global Movement.  These membership privileges are grouped into four key areas:

Strategic Influence 

  • Take part in consultations on WAGGGS’ vision, strategy and Regional Triennial Action Plans
  • Actively contribute to shaping the future of the Movement through participating in governance events

Learning and Leadership Development 

  • Access to resources, non-formal curricula, training, events and guidance to support the delivery high-quality Girl Guiding and Girl Scouting.
  • Connect and share with other Member Organisations through events and on Campfire, our online platform.

Membership Support and Opportunities 

  • Opportunities to apply for grants, funding, and other financial support
  • Opportunities to request tailored support from the WAGGGS Capacity Building Team on a wide range of areas 
  • Opportunities for adult and youth members to visit WAGGGS World Centres 
  • Opportunities to nominate adult and youth members to participate in WAGGGS programme

Recognition and Visibility 

  • Use of the WAGGGS brand, including the Trefoil, in line with communications and brand guidelines.
  • Support to raise your organisation’s national profile - through recognition of membership status, stakeholder engagement, and facilitating partnerships.

These privileges may change from time to time. They may also be limited to specific Member Organisations (for example due to funding requirements) or be withheld (for example if a Member Organisation does not meet specific requirements).
