What is an EGM? 
An Extraordinary General Meeting (EGM), within the context of WAGGGS, is a special gathering of Member Organisations (MOs) held outside the routine World Conference. The purpose of an EGM is to address specific and often urgent matters that require MO approval.

 

What Constitutional provisions does WAGGGS have for EGMs?
Article 12.1 of WAGGGS’s Constitution and Bye-Laws states that: “Other general meetings of the Member Organisations of WAGGGS may be held at any time”. The procedural requirements for an EGM are largely the same as for World Conferences and are clearly stipulated in the Constitution and Bye-Laws.

 

Quorum at General Meetings
As per WAGGGS’s Constitution and Bye-Laws, section 12.5.2 states: “The quorum at general meetings is one-third of the Member Organisations entitled to vote upon the business being transacted. For each session the quorum is half plus one of those attending the general meeting and entitled to vote upon the business at that session”. Only Full Members in good standing are eligible to vote on Proposed Motions and Proposed Amendments relating to financial matters.

 

Why is WAGGGS holding an EGM?
WAGGGS is required to arrange an EGM in response to Motion 12, passed at the 38th World Conference.

 

Why is there an EGM registration fee?
As a reminder, for the EGM on 14 September 2024, registration fees are as follows (see Information and Booking Pack shared on 24 May 2024):

  • One free HD space per MO. Each MO has been offered a place free of charge for their Head Delegate to ensure that all MOs can participate.
  • Delegate and Observers (up to 10 per MO): £35 GBP each
  • Guests: £50 GBP each

Motion 12 was approved outside the 2024-26 budget set out in the WAGGGS Global Strategy. Therefore, WAGGGS has had to explore funding options to deliver an EGM. 

Our thanks go to the World Foundation for their generous grant to support this event. Additional costs are being covered by WAGGGS’s unrestricted funds or income from registration fees. 

Wherever possible, existing platforms (such as Campfire, Zoom and SurveyMonkey) have been utilised to minimise costs. 

WAGGGS is also immensely grateful to the volunteer translators and interpreters who have supported this event.
