Are Proposed Amendments voted on before or after the Proposed Motion they relate to?

Proposed Amendments are always voted on before the Proposed Motion itself. This allows Member Organisations to decide separately whether they support changes to the Motion and whether they support the Motion overall. For example, a Member Organisation may support a Proposed Amendment but still not support the final Motion, or vice versa.

If a Proposed Amendment is not carried, the original wording of the Proposed Motion remains unchanged and is then put to the vote. If one or more Proposed Amendments are carried, those changes are incorporated into the original Proposed Motion, and the amended version of the Motion is then put to the vote.

The final text of the Proposed Motion, with any adopted Amendments, will be clearly described before MOs are asked to cast their votes.

 

Will the Proposed Motions and Proposed Amendments be voted on in the order set out in the booklet?

The Proposed Motions will not necessarily be voted upon in the order set out in the booklet. Recognising that some Proposed Motions are related and may influence how Member Organisations wish to vote on other motions, the Conference Chair, in consultation with the Procedural Team Coordinator, will determine the order in which Proposed Motions and Proposed Amendments are considered and voted upon. The draft voting order will be shared in the next few days, but is still subject to change. The final voting order will be announced before every voting session. 

 

When will the final Proposed Motions and Amendments booklet be distributed at World Conference, following the deadline for submission of tabled Proposed Motions and Amendments?

Tabled Proposed Motions and Amendments should be sent by email to the Procedural Team as soon as possible, using the form provided ideally well before the deadline of 19:00 local time in Cambodia on Tuesday 16 June. 

The Procedural Team will ensure the final version of WoCo Conference Document 6C is published within 24 hours of the deadline, by 19:00 Cambodian local time on Wednesday 17 June.

 

If the proposed Rules of Procedure are not approved at the beginning of the World Conference, which ones do we use and where are these available online?

If the Rules of Procedure, Document 1b, is not approved at the beginning of World Conference, we revert to the last approved version of the Rules of Procedure approved at the 38th World Conference in 2023. A copy of those Rules of Procedure can be found here.
