Q. Could you specify which “minor changes” exactly you intend to make? In the rationale, “minor changes” are defined as “grammatical, formatting, numbering and other such non-substantive errors”. Is it correct that all changes of a substantive nature will continue to require approval by 75% of Full Members? 

A. Examples of the type of minor changes include the fact that we cannot confirm the final numbering of all the clauses in the Constitution until we know which Proposed Motions and/or Proposed Amendments are adopted and that we may need to make grammatical changes to wording in the Constitution in order to ensure it remains accurate to reflect the outcome of voting on Proposed Motions and/or Proposed Amendments. 

Yes - it is correct that all changes of a substantive nature will continue to require approval by 75% of Full Members and would need to be proposed to the next World Conference for approval. 

A similar Motion to this one was put forward by the World Board and was adopted by Member Organisations at the 37th World Conference in 2021, also due to the significant number of Proposed Constitutional Motions and Proposed Amendments to Proposed Constitutional Motions that were also put forward to that World Conference. 

Q. Will Member Organisations know exactly which changes are required before casting their vote on Proposed Motion 10? 

A. A similar Motion to this was put forward by the World Board and adopted by Member Organisations at the 37th World Conference in 2021, also due to the significant number of Proposed Constitutional Motions and Proposed Amendments to Proposed Constitutional Motions that were also put forward to that World Conference. 

As in 2021, when we publish the World Conference Record of Decisions, we will also publish a copy of the updated Constitution and Bye-Laws, highlighting the changes so that Member Organisations will be able to see an updated copy. 

It is not possible to share this before Member Organisations are asked to vote on Proposed Motion 10 during the World Conference, however Member Organisations will know the outcomes of the Proposed Constitutional Motions and Proposed Amendments to Proposed Constitutional Motions before voting on Proposed Motion 10.
