When will any changes made at the EGM come into effect?
As per Motion 12 from the 38th World Conference, any adopted Proposed Motions would take effect from 1 January 2025.
Will transitional relief apply if changes come into effect?
Yes. As explained in Document 4: Membership Fee Proposal, transitional relief will be calculated by comparing the Existing Model’s final output (i.e. 2026 fees) to the new fee model.
Transitional relief will be split across the two remaining years of the triennium to ensure the change is fully implemented by the end of the triennium.
How will inflation be calculated?
In Motion 1.5, MOs are asked to support the principle that the Membership Fee Model will have an inflationary uplift applied. This is essential to make the model sustainable for WAGGGS and its MOs.
Inflation will be calculated on the cumulative UK Consumer Price Index (CPI) inflation rate of the previous three years. The UK Government’s target for the Bank of England is two per cent annual inflation.
Inflation will be applied to the membership fees as follows:
- To the standard rate-per-member fee, if the Rate-per-Member Fee Model is adopted at the EGM.
- To the published fee bands, if the Census Band Fee Model is adopted at the EGM.
- To the minimum payments of £170 and £85 GBP for Full and Associate Members.
- Changes to fees will be rounded to the nearest Great British Pound.
The Audit, Finance and Risk (AFR) Committee will be responsible for reviewing inflation each triennium and make a recommendation to the World Board for consideration and decision.
In the Membership Fee Policy document that will be developed following the decisions of the EGM, the detailed process for matters such as inflation will be clearly articulated.
Will there be any review of the implementation of the new Membership Fee Model?
The World Board will provide an update on initial implementation at the 39th World Conference in 2026.
How long will the changes adopted at the EGM last?
Assuming the Proposed Motions are adopted, the Membership Fee Model should be able to run on an ongoing basis until such time as the World Board or MOs feel that it should be changed.
When will the Membership Fee Model next be substantially reviewed?
Based on previous experience, membership fees have tended to be reviewed substantially each decade.
