EGM Document 4: Membership Fee Proposal

We would like to thank you for the valuable feedback and constructive contributions throughout the consultation period on membership fees. During this process, we have engaged with over 100 Member Organisations, representing nearly 70 per cent of our total membership.

The World Board has reviewed the most recent feedback on Version 1 of the Membership Fee Proposal and is pleased to now share with you EGM Document 4: Membership Fee Proposal. This document contains a summary of the consultation feedback on Version 1, the principles, the two proposed fee models and proposed additional parameters or adjustments which can apply to either of the two suggested models.

The consultation process has demonstrated a strong consensus for continuing to use Member Organisations’ relative size and country wealth as a basis for setting membership fees. Two different fee calculation methods are being put forward: the Rate-per-Member Fee Model (like the Existing Model) and the Census Band Fee Model. The World Board believe that either model can deliver against the principles and both generate similar levels of sustainable income. Therefore, the World Board offer both calculation options for decision at the EGM.

Responding to Motion 12 and feedback from the consultation, the World Board also proposes nine additional parameters or adjustments which can be applied to improve any fee model.

As the EGM approaches, the World Board continues to encourage and facilitate opportunities for Member Organisations to engage with each other on this topic.

If you have any questions or comments about the review of the membership fee model, please email [email protected]

Proposed Motions and call for Proposed Amendments

EGM Document 5a: Proposed Motions contains details of the Proposed Motions that will be considered and voted on during the EGM.

We invite Member Organisations to review the Proposed Motions. If you would like to propose an amendment to a Proposed Motion, please complete the Proposed Amendment form and return it by email to [email protected] by 17.00 (UTC) Friday on 5 July 2024

The final set of Proposed Motions and Proposed Amendments (if any) will be circulated to Member Organisations in EGM Document 5b on Tuesday 16 July 2024.

If you have any questions, please email the Procedural Team at [email protected]

Regional EGM Discussion Forum

Thank you to everyone who attended the Europe Region Briefing Session on Tuesday 11 June. We appreciate your participation and contributions during this session.

We would kindly like to remind you to register for the other upcoming Regional EGM Discussion Forums taking place this month. You can register by clicking on the appropriate link below:

During these sessions we will give you an overview of the membership fee proposals and key information about the EGM and provide space to discuss these with Member Organisations in your Region.

In addition, in response to feedback during the consultation, we have also added a Global EGM Discussion Forum and a Federations’ Forum.

The Global EGM Discussion Forum will create a space for Member Organisations to come together from across the regions, ahead of the EGM. You can register by clicking on this link:

Any Federations are welcome to join the Federations’ Forum which will be hosted by a member of the World Board. This is an interactive space for Federations to share good practise with each other, exploring how membership fees are apportioned across Component Associations in different contexts. You can register by clicking on this link:

Remember you can also continue to connect with each other using the MO contact details on Campfire.

If you have any questions or issues when registering for the EGM, please email [email protected] and we will be happy to help.

Yours in Guiding and Scouting,

The EGM Planning Team
