Introduction to Version 1 Membership Fee Proposal from Jess Bond, Member of the World Board and Chair of the Membership Fee Review Steering Group


On behalf of the World Board, I am pleased to share our Version 1 Membership Fee Proposal with you for a final round of feedback.

This proposal has been developed following extensive consultation with MOs, which began with sessions led by the Membership Fee Working Group in 2022. We are so grateful for your ongoing, active engagement in this review, as seen in our most recent consultations, where 160 representatives from 94 MOs joined virtual consultation sessions and nearly 40% of MOs completed our online survey. This reflects the huge commitment being made to this review across the Movement, as we work together to deliver a new sustainable and equitable membership fee model. 

Our membership fee review is just one part of the wider journey to deliver ‘A Sustainable WAGGGS’, which is Outcome 3 of our 2024-29 Global Strategy. 

As outlined in our Action Plan and Budget 2024-26, Outcome 3 is being prioritised to ensure that WAGGGS can continue to play a crucial role in the development of Girl Guiding and Girl Scouting and support a united, thriving and growing Movement. Several projects focused on Outcome 3 are also planned for this year, including developing a new fundraising strategy and exploring plans to lease out the World Bureau office space in London. We are also making progress on motions approved at the 38th World Conference which will also support Outcome 3, including delivering a report on the World Centres and undertaking a review of WAGGGS governance. 

We look forward to providing updates on all these activities relating to WAGGGS’s sustainability during the EGM as they represent crucial foundations for the Movement to continue together on our journey towards Compass 2032.

 

Version 1 Membership Fee Proposal – a final chance for input
This document has been created from the feedback received during the virtual consultation sessions, through our online survey and from individual meetings with many MOs. We would like to thank you for the valuable feedback and constructive contributions throughout this consultation.

 

The Version 1 Membership Fee Proposal document is split into three sections:

  • Section 1 – a compilation of consultation feedback and the responses / proposed actions the World Board recommends taking as a result.
  • Section 2 – further exploration of three potential calculation methodologies (options A, B or C) that are still being considered.
  • Section 3 – recommended additional adjustments that can be implemented, whichever new fee calculation methodology is used.

We invite MOs to comment on Version 1 Membership Fee Proposal by 24:00 UTC on Friday 7 June 2024. MOs can share feedback in writing or request a meeting with representatives of the Steering Group by emailing [email protected].  
We are particularly interested to hear feedback from MOs on the following areas:

  • Section 1 - Could the World Board improve any of the proposed actions to address the consultation feedback?
  • Section 2 - Do you have any significant concerns with Options A, B or C
  • Section 3 - Are there any adjustments that should be altered?
  • Any other comments or suggestions?

Regional EGM Discussion Forum
As part of the consultation process, we would like to invite you to join a Regional EGM Discussion Forum taking place next month. During these sessions we will give you an overview of the membership fee proposals and key information about the EGM and provide space to discuss these with MOs in your Region.

EGM Registration is Open! Register today!

We are pleased to announce that registrations for the EGM are open!

You can find the EGM Information and Booking Pack here. This contains information about the EGM, how to register and the registration fees. With generous funding support from the World Foundation, we are pleased to be able to provide attendance at the EGM free of charge for the Head Delegate of every Member Organisation.  

  • A registration link will be sent to the Key Contact of each Member Organisation on 28 May with instructions on how to register members of their delegation. Member Organisations can register 1 Head Delegate, 1 Delegate and a maximum of 10 Observers.
  • Registration is available in Arabic, English, French and Spanish.
  • Invited guests, including Honorary Associates, holders of the World Board pin, WAGGGS Committee members and other WAGGGS volunteers, and WAGGGS staff will receive an email with a special link to register.
  • If you have not yet received a registration link by email but believe that you should have received one, please email [email protected]

Registrations will close on Monday 1 July and we ask for all payments to be made by Monday 8 July.  We ask everyone to register by this date so that we can send the final conference documents to registered participants on 16 July alongside the Zoom links for the Orientation Session and the EGM.
