Introduction

Over the next few months, WAGGGS is developing a Theory of Change. This will help us better explain how Girl Guiding and Girl Scouting contributes to our Compass 2032 vision: “An equal world where all girls can thrive.”   

To make sure young voices are at the heart of this process, WAGGGS is launching a Youth Consultation for members aged 5–30. The consultation will run from now until 6 October 2025. 

Ways for young people to participate in the Consultation: 

1. Online survey for youth members
   • Each young person completes the online survey on their own. 
2. Consultation pack for units/troops 
   • Unit/troop leaders are invited to use the Consultation Pack with their groups and then share the group’s feedback online with us.  

How your Member Organisation can support this Consultation 

• Promote the online survey to your youth members 
• Encourage unit/troop leaders to run the Consultation Pack activities with their groups
