EGM Registrations
Registrations for the EGM have now closed. We look forward to welcoming more than 400 participants from Member Organisations, Guests and the WAGGGS Global Team to the EGM. You can find a list of the Member Organisations registered to attend on Campfire here.

EGM Document 4: Membership Fee Proposal
We are pleased to share with you again for ease of reference EGM Document 4 Membership Fee Proposal and accompanying data table, which was previously circulated in Circular 6 on 20 June 2024. 


Please note that there are minor revisions to the data table entries for three Member Organisations (Zimbabwe, Niger and Papua New Guinea) – these are clearly marked on the table and also in the appendix of EGM Document 4.


In response to some recent questions received from Member Organisations, the Membership Fee Review Project Steering Group would like to highlight the following:

  • The data table does not have ‘transitional relief’ (an adjustment made to ‘phase’ any possible large increases in the membership fee) This will be derived from the Membership Fee Model selected by MOs at the EGM. As outlined in EGM Document 4, transitional relief will be split across the two remaining years of this triennium (i.e. 2025 and 2026) to ensure that the change is fully implemented by the end of this triennium.   • Some of the recommendations in Proposed Motions 1.1 to 1.9 (and, in the short term, the application of transitional relief) would lead to lower overall income from membership fees, compared to the status quo, for WAGGGS.
  • As per Motion 12 from the 38th World Conference, any Proposed Motions approved at the EGM will take effect from 1 January 2025. It is anticipated that the Membership Fee Model can then continue an ongoing basis until such time as the World Board or Member Organisations feel a further review is required. The World Board will provide an update on initial implementation at the 39th World Conference in 2026.

 EGM Document 5b: Proposed Motions and Proposed Amendments
Thank you to the Member Organisations that submitted Proposed Amendments to the Proposed Motions that were shared in EGM Circular 6 on 20 June 2024.


EGM Document 5b: Proposed Motions and Proposed Amendments contains the same Proposed Motions as in Document 5a, with the addition of four new Proposed Amendments.

In response to some recent questions received from Member Organisations, the Procedural Team would like to highlight the following:

  • Proposed Motions 1.1 to 1.9 are adjustments which can be applied to either the Rate-per-Member Fee Model or the Census Band Fee Model. The adjustments are being presented as separate Proposed Motions to offer MOs the chance to express their preference on each recommendation independently.
  • Proposed Motion 2 enables MOs to express their preference between the existing Rate-per-member and the alternative Census Band methodologies. There are advantages and disadvantages to each methodology as outlined in EGM Documents 4 and 5b, but both deliver a similar level of income and meet the membership fee principles. Therefore, the World Board invites Member Organisations to select their preferred option.

Frequently Asked Questions (FAQ)
We have developed a list of Frequently Asked Questions (FAQ) covering the Membership Fee review and the EGM. This is available on Campfire here. The FAQs will continue to be updated in the lead-up to the EGM.


EGM preparation sessions
There will be a number of sessions in advance of the EGM as follows. Further information on these sessions can be found in EGM Document 2: Programme and Agenda.

EGM Orientation Sessions: This session is primarily intended for Head Delegates and Delegates, but anyone registered to attend the EGM can attend. All registered EGM participants will automatically be sent a Zoom link by the end of July so they can join one of the sessions (content will be the same in both).

  • Session 1: Saturday 31 August from 10:00 to 11:30 UTC (English, French and Arabic) 
  • Session 2: Saturday 31 August from 17:00 to 18:30 UTC (English and Spanish) 

Global EGM Discussion Forum: The Global EGM Discussion Forum will be a space for Member Organisations to come together from across the Regions, ahead of the EGM, to exchange ideas informally on the Proposed Motions and Proposed Amendments. All registered participants will automatically be sent a Zoom link by the end of July so they can join the session.

  • Global EGM Discussion Forum: Saturday 31 August from 13.00 to 15:00 UTC (Arabic, English, French and Spanish)

Deadline Reminders

  • 14 August 2024: Deadline for Full Members to have paid their membership fees up to and including 2023 (or to have a repayment plan in place) to be eligible to vote at the EGM. Please contact your Regional Manager or [email protected] if you would like to discuss payment of your membership fee.
