We are pleased to share with you World Conference Circular 5. Find below important information about the World Conference, WAGGGS Strategy 2024-2029, and the Membership Fee proposal 2024-2026. 


But first, a message from our Chair, Heidi Jokinen: 

I am so pleased with the progress made so far on the development of our new strategy, which will mark the start of an exciting new chapter for WAGGGS as we head towards our 100th anniversary in 2028.  

For nearly 100 years, WAGGGS has played a crucial role in the development of Girl Guiding and Girl Scouting to ensure a united, thriving and growing Movement. We are committed to ensuring we continue to do this for many years to come – but to achieve this WAGGGS must adapt to new global realities.   

We are already working hard to address our challenging financial situation, focusing on making the best use of our limited resources, reducing costs wherever possible and working hard to increase income from a wide range of sources. As a membership organisation, the financial support we receive from our Member Organisations through annual membership fees provides us with a key source of unrestricted income. This is crucial as it can be used flexibly in support of WAGGGS’s Mission and Vision.  

The World Board recognises that many of our MOs are continuing to experience their own financial challenges and have taken this into account when proposing changes to the membership fee policy for 2024-2026. 

We look forward to discussing all these important topics with you during the upcoming 38th World Conference. 
 

WAGGGS Strategy 2024-2029 

We are pleased to share with you the second draft of the WAGGGS Strategy 2024-2029. The document is in two parts with initial context information at the start, followed by the strategy.  

This six-year strategy outlines how the WAGGGS Global Team will contribute to Compass 2032 through the delivery of three key Outcomes. We are also sharing a summary of the feedback received on the first draft of the document and how this has been addressed in the latest version.

Member Organisations are invited to provide feedback on this second draft by email to [email protected] by 31 March 2023. Please include the name of your MO in the subject line of your email.

  • Context and supporting information (Does this help you to understand the strategy?)
  • Purpose and strengths (Do you feel these accurately reflect the WAGGGS Global Team's role?)
  • Goal (Do you have any reflections on this updated Goal? Is it not ambitious enough, too ambitious or just right?)
  • Outcomes (Are you happy with these Outcomes? Is there anything missing or that we should remove?)
  • Principles (Are these principles the right ones? Do you have any further reflections on these?)
  • Design (How do you feel about the layout, images, look and feel, diagrams?)
  • Any further comments (Does the new version respond to the feedback shared in the consultations? Are you happy with the direction we are heading?) 

We will review all the feedback provided across the Movement to create a final version which will be shared in May 2023. When we provide this to you, we will also provide a summary of the feedback received on the second draft of the strategy and how this has been addressed.   

Membership Fee Proposal 2024-2026 

As shared in the World Board update to Member Organisations on 6 February 2023, the World Board has decided to bring an updated version of the current membership fee model to the 38th World Conference rather than putting forward options for new membership fee models.  

The current model for calculating membership fees dates back to 2014 and needs updating to take account of changes in membership numbers, updated World Bank figures for each country’s gross national income per capita (GNI-PC) and inflationary increases.

Rules of Procedure 

We are pleased to provide you with Document 1b, Rules of Procedure.  

Draft Rules of Procedure (Document 1a) were circulated to Member Organisations on 19 January 2023, with a deadline of 28 February 2023 for feedback. We did not receive any feedback from Member Organisations on the draft Rules of Procedure. However, WAGGGS has reviewed the document again and is proposing a number of small changes to the Rules of Procedure. These are outlined at the beginning of Document 1b.
