World Conference Programme and Agenda

WAGGGS Global Strategy 2024-2029
Following extensive consultation, we are pleased to share with you Document 4c: WAGGGS Strategy 2024-2029. This paper is in two parts with initial context information at the start, followed by the strategy. We are also sharing a summary of the feedback received on the second draft of the document and how this has been addressed in the latest version.
Election Booklet (previously circulated in Circular 8 on 26 April 2023)
Remember the World Board Election Booklet is where you will find information about the sixteen candidates standing for election to the World Board at the 38th World Conference and details of how to connect directly with them on Campfire.

Proposed Motions (Constitutional and non-Constitutional)
Thank you to the Member Organisations that submitted Proposed Motions to the Procedural Team. You can now view it here: Document 6b: Proposed Motions (Constitutional and non-Constitutional)
Proposed Motion 5 is the World Board’s recommendation to approve Croatia as a new Member of WAGGGS. We acknowledge the hard work of the proposed new Member and thank all the staff and volunteers who have supported them to reach this point over the years. As we only have one Membership change to propose we have included it here, rather than in a separate Conference paper.
Call for Amendments to non-Constitutional Motions
We invite Member Organisations to review the non-Constitutional Motions. If you would like to propose an amendment to these, please complete the Proposed Amendment Form and return it by email to [email protected] by 20:00 (EEST) on Thursday 27 July 2023.
Bids to host the 39th World Conference
We are delighted to share the three bids we have received from Cambodia, Ghana and Tunisia. We thank them for developing their bids and wish them good luck at Conference.
Membership Fee Proposal 2024-2026
We are pleased to share Document 8b: Membership Fee Proposal 2024-2026. No significant changes were made following review by, and feedback from, Member Organisations on the first draft. Only minor numerical adjustments were required where some Member Organisations reported additional information.
We appreciate that there have been significant changes in fees for some Members and the World Board and regional teams are liaising with these countries in advance of Conference. Please contact [email protected] if you would like to discuss any specific queries ahead of Conference.

Visa Information
Citizens of EU countries, some Commonwealth countries and the USA do NOT need a visa.
Schengen visa holders are allowed to enter the Republic of Cyprus. If you apply for a Schengen visa you will need to apply for a multiple Schengen visa. If you require a visa to visit Cyprus, you will need to apply for a visa through your country’s Cypriot Consulate, Embassy or High Commission.
The Cyprus team have negotiated with The Ministry of Foreign Affairs in Cyprus, and they have now authorised the Embassy/ Consul to receive a reduced fee of 40 Euro instead of 80 Euro.

Travel Information
Once you have registered for the conference, please remember to inform us of your travel details so we can prepare for your arrival. You can do this by completing the Travel Information Form which each registered person will have been sent by email. The form is in Arabic, English, French and Spanish. Each person in your delegation must complete a form. We will arrange airport collections and departures based on this information.
Hotels
Please ensure that you have secured your accommodation for the Conference. Cyprus Girl Guides Association had block reserved accommodation but the deadline for this is now passed and so it is vital that you make your arrangements immediately if you have not already done so. Please note that WAGGGS does NOT book hotels for delegates (unless funded via a grant), Please refer to the Booking Pack to see the recommended hotels.
